The Commission on Abstract Matters and Celestial Concerns, known also as the Bureau of Heaven (and as the Bureau of Divinity before the Primordial War) is divided into two major Departments, each of which is headed up by a Shogun. The Department of Abstract Matters is home to the gods of universal concepts, while the Department of Celestial Concerns is responsible for the direct administration of Yu Shan, as well as for a number of matters involving the gods, including enforcement of divine law.


The Bureau is headquartered in a sprawling complex surrounding the Hall of Celestial Stability in Yu-Shan.


The Head of the Bureau is the Unconquered Sun himself, but since the Most High withdrew from direct administration overall authority has been held de facto, if not quite de jure, by the Shogun of the Department of Celestial Concerns.
