Dyballe is a Lesser Elemental Dragon of Air, serving as one of the Celestial Censors of the Blessed Isle beneath Celestial Censor of the Omphalos Profamo in the Bureau of Heaven’s Division of Divine Order.

Dyballe is a dutiful Censor, working quickly to stamp out cults to gods that spring up on the Blessed Isle, in cooperation with the Immaculate Order. Much of her time is consumed watching over interactions between gods and the numerous Exalts of the Imperial City, whose power as capital of the Realm temps many divinities to skirt or violate divine law.

Dyballe is ambitious, with designs on the position of Profamo as senior amongst the Isle’s Censors, whom she considers to be lazy. Dyballe looks to the Bronze Faction, whom both Censors support, as the power which will decide who serves as Censor of the Omphalos. Particularly in this tumultuous time, she believes that by proving to have greater initiative and competence than Profamo she can secure Bronze support for her promotion. To this end, she works diligently to uncover and prosecute the increasing violations born of the Scarlet Dynasty’s internal conflicts, and to track the newly-emerging Solar Exalted whose capture would secure the favour of the Bronze.

Of particular concern to Dyballe in recent years has been the increasing rebelliousness and instability amongst the Salt Gods of the Blessed Isle. As Censor responsible for the Imperial City, Dyballe had attended the annual Festival of Salt where the Scarlet Empress imposed the Salt Rate upon them, granting the agreement the support of Heavenly law… for centuries Dyballe accepted the necessity, but abhorred the ostentatious spectacle (the petty Salt Gods delighted in forcing increasingly gaudy constumes upon the Censor and Immaculates involved, demands the Empress readily accepted if it meant increased cooperation with her chosen Rate).

As the gods who forced such a display now rush into corruption, the Censor looks forward to visiting divine justice upon them. To this end, she has been quietly seeking out agents and pressuring the Order to move against the gods of salt.
