Geography

Kugashi prefecture is an agricultural region, stretching a lengthy distance east-west to occupy the southern end of the fertile Pahua Basin. It is bordered to the north by Dongguan Prefecture, Qishi Prefecture, and Shengyuan Prefecture, and is fed by numerous rivers, including the Chaoprya (which forms its border with Dongguan) and the beginning of the Pahua River itself, born at the Lake of Cleansing Solace into which five tributary rivers flow.


Politics

Kugashi Prefecture is dominated by House Cynis, in particular Cynis Rahe, elder of that House in the Pahua Basin and White Coast regions and one of the most powerful members of the House outside the Three Sisters. Of all the Pahua Basin prefectures, Kugashi contained the most distilleries and the fewest vineyards, which meant House V’neef was not born into much influence here, though they still hold several vineyards. House Mnemon and House Sesus have some holdings in the Prefecture.


Economy

Kugashi Prefecture is rich in fine produce, wines and brandies, its people considered happy and hard-working. It is most famed for its oranges and peaches, and the liqueur distilled from the latter is popular from the White Coast to Arjuf.


A massive proportion of the local labour force is made up of slaves. Cynis Rahe claims ownership of 'five legions' of enslaved labourers, totalling some 25,000 based out of her vast estate and spread through the holdings of other Dynasts across the prefecture.


Layout

Kugashi – The town of Kugashi serves as prefectural capital, home to the local offices of the Thousand Scales and a number of artisans supplying luxury goods to local Dynasts. The nestor of the local temple, the Stupa of the Verdant Dragon, stands out as one of few Immaculate figures to have publically applauded the Mouth of Peace’s judgment on Regent Fokuf’s choice of devotions.
