Shengyuan Prefecture

Shengyuan prefecture is an agricultural region located in the fertile Pahua Basin. Though not quite so dominated by wine production as Qishi Prefecture (located to the east), it is home to numerous vineyards and distilleries as well as vast plantations and orchards for fruit production. To the north Shengyuan is bordered by Gleaming Sands Prefecture and to the south by Kugashi Prefecture.

House V'neef, House Cynis, and House Ragara have the largest Dynastic presence in Shengyuan. The local prefect is known to be in the pocket of House Cynis, but the ranking Black Helms commander is a puppet for House V'neef and the local magistrate & head tax collector are thought to be in the pay of House Ragara. These divisions within the prefectural government have caused Thousand Scales operations in the prefecture to slow to a crawl.
