Splendid and Just Arbiters of Purpose

The Splendid and Just Arbiters of Purpose are a ministry of the Thousand Scales dedicated to recruiting Lost Eggs on the Blessed Isle and placing them in Imperial life. The Arbiters operate in small groups who travel collecting these Lost Eggs, with at least one Terrestrial in each such group... this limits their number significantly.

The Arbiters have always faced competition in their task from the Immaculate Order, who sends teams of monks to search the Isle and Threshold for Lost Eggs. This is not mere jockeying for bureaucratic power, as there is a statistical correlation between the group which first locates a Lost Egg and that Egg's future course: those discovered by the Arbiters are more likely to take the Coin, those by the Order more likely to take the Razor.

The Great Houses have also been a source of competition and rivalry for the Arbiters: every scion of the Scarlet Dynasty with loose loins has an interest in keeping an ear to Arbiter movements lest they discover a child who might assert some claim to Dynastic heritage. House Nellens has for centuries engaged in direct competition to secure Lost Eggs, so its own agents might shower them with gifts and adopt their Dragon-blessed blood into the family. In the aftermath of their massive losses in the War with the Bull, House Tepet has also begun working hard to locate and adopt Lost Eggs so as to rebuild its shattered ranks.

The Arbiters are one of few Thousand Scales ministries which do not have their headquarters in the Imperial City, instead being based out of the Obsidian Mirror in Juche Prefecture. Under their aegis can be found the Icy Constables of Enlightenment, equipped and trained to take custody of Exalts who may have grown to troublesome power before detection.
