Ragara Krugan is an Earth-aspected Dynast, a prominent force in the Realm's banking and accounting industries as well as in the leadership of House Ragara. He is father to a brood of children through several Mayfly Marriages, the youngest of which is Ragara Noasmi.

Krugan's military service saw him commanding the Warstrider talon of the Imperial Garrison, piloting the Noble warstrider Shield Unmoving in Face of Terror, while his time in the Thousand Scales placed him in the Foreign Office. His commentary while in service there, calling for the Realm to loosen mandated specialization among its satrapies in order to allow a greater variety of goods to emerge and specialization to grow naturally therefrom, brought him to the attention of the Scarlet Empress and ensured a place at court which served his banking intrests well. Some expected an appointment to the Senate, but this did not come about.

Krugan was a voice warning Senators against the Legion Control Act when it was first tabled, advising that the Great Houses would lose more from directly paying upkeep than they would gain from increased control. After House Ragara came to approve of the Act, Krugan's objections ceased, and his Jade is known to have been involved in funding reorganisation of the 14th and 15th Imperial Legions.
