Cathak Shiyabu is one of the younger members of the House Cathak Caucus in the Deliberative Senate. Shiyabu's mother served as a Legion officer before her death in combat with the bestial barbarians of the Eastern forests, his father was an Outcaste Scavenger Lord who likewise fell amidst the ruins of the Scavenger Lands. Shiyabu followed his mother's footsteps into the Legions, serving longest in the 5th Legion where he achieved the rank of winglord. Unfortunately, while a capable combatant, Shiyabu was not well-liked by his troops or superiors, seeming unable to inspire the best from those under his command or the confidence of those giving him orders... though full of energy, his speeches were often muddled and perplexing, more unsettling than commanding. Some voices critical of the Deliberative system whisper that it is for this very reason the Scarlet Empress responded to requests from the 5th's strategoi that he be transferred with an appointment briefly to the Thousand Scales followed by elevation to the Senate.

Unlike many of House Cathak's Senators (including his grandfather Cathak Abel), Shiyabu has embraced his place as a legislator, though there has been little change in his skill at speeches. Shiyabu has a particular respect for his great uncle, Cathak Cainan, whose mannerisms and even hairstyle he oft tries to imitate. This support goes far deeper than appearance, however, as Shiyabu is a leader in the Deliberative faction which holds up Cainan as a possible candidate for the Scarlet Throne should the Scarlet Empress be declared deceased.
