Bill of Virtue and Conservation against the Stain of Excess

Summary: Bill for the Deliberative to recommend a policy of natural conservation be adopted by the Scarlet Empress. The Bill suggested a change in policy for the Thousand Scales, increasing taxation and reducing allocated land to peasant villages in order to prevent their growth (certain specific areas in the Scarlet Prefecture, Juche Prefecture, and on the northern coast subject also to a reduction in Scales services and assistance to depopulate them and allow expansion of wild terrain). It also suggested a system of steep fines and censures be imposed on members of the Scarlet Dynasty for 'frivolous and excessive' hunts where participants 'demean the act and their prey through crassly competing for number of trophies', or spent their time 'rutting drunkenly' instead of tracking, stalking, and bringing down their prey in a 'virtuous and martial manner'.
Debate: Though the bulk of House Cathak senators who had bothered to attend that day were strongly in favour, the debate was rather acrimonious and the opposition greater than the support. While a few voices (mainly from House Peleps) warned against the dangers of the first provision and the hardships it would inflict on the people and rice industry of the Isle, most contention was the second provision which was taken as a personal insult by much of the House Sesus caucus, backed by their House Cynis allies and many other concerned Dynasts. The debate ended in mild brawling.
