Ragara Donguo is an Earth-aspected Senator of House Ragara's Deliberative caucus. A skilled orator, Donguo is often the leading voice from the caucus in criticizing motions presented to the Senate, particularly those which seek regulation of the Realm's financial systems... though his calls for initiatives such as incorporation of the Heliograph system into banking and the backing of currency with motes rather than Jade show he is not opposed to Thousand Scales involvement in the industry on principle.

Donguo is known to be a firm supporter of Ragara Banoba and a close ally of Ragara Heral, with some seeing him as Heral's voice in the Ragara caucus.
