A motion submitted by Tepet Serekan and Peleps Votival in Resplendent Wood RY764, to order the ships of the Realm's merchant fleet into the Scavenger Lands to allow withdrawal of Legion forces engaged in the War with the Bull. The motion was doomed from the start, with few Houses offering support for it. House V'neef protested that the deployments of the fleet were not under Deliberative purview, and while support for such a claim was minimal amongst the other Houses only House Tepet and House Peleps stood in support of the motion currently on the table, and it was soundly defeated.

During the debate, a brawl broke out which involved numerous Deliberators. In the fracas, the bill's sponsor was killed in a struggle with Yellow Banner Senator V'neef Lucen.
