Humble Suggestion for Deployment of Imperial Might against the Icewalker Anathema

A motion submitted in Ascending Water RY762 by Tepet Aedmillia, for deployment of several Legions against the Bull of the North, in what became the War with the Bull. In the motion, the Deliberative offers humble suggestion that the Scarlet Empress select a force of four 'of her best and most loyal Legions' to crush the Anathema and defend the Realm's allies in the Northeast.

The debate was contentious at first, with much opposition... House Tepet was a firm voice in favour, but the other Houses were concerned that the Empress leaned towards granting the victory to Legions commanded by scions of that House. In the end, with lobbying and what many feel was direct Imperial pressure, the motion was passed, with the caucuses of House Tepet, House Mnemon, House Sesus, House Peleps, House Cynis, and House Ledaal throwing most of their weights behind the bill.

The Empress eventually selected the 9th Imperial Legion, 10th Imperial Legion, 11th Imperial Legion, and 25th Imperial Legion, all of which had been considered likely choices, though there was loud grumbling amongst Deliberators that not one, not even most, but ALL were commanded by Tepets or their allies. She also selected the 5th Imperial Legion, which came as a far greater surprise to all... the full redeployment of a Legion of the Imperial Garrison had not occurred since the early years of the Realm. When questioned, the Empress pointed to the wording of the Deliberative's request, that She deploy 'the forces She deemed necessary to put down the demon and restore obeisance amongst the barbarian hordes'.
