Greenharbour is the prefectural capital of Verdant Rivers Prefecture, a town located in the estuary of the major rivers of the Pahua Basin: the Pahua and the Boughflow. Its name comes from its harbour, which is wide and sheltered but until 60 years ago was only used for the occasional courier vessel or merchant navy patrol, without even fishing boats making use of it. This is due to the unfortunate situation present in the harbour, where wood and water essence intermingle and fertile silt washes into the sea. This makes the harbour quite shallow, but even worse it forms an environment where toxic green algae blooms in massive quantities, rendering the waters of the harbour full of thick green slime and potentially fatal to both sealife and humans.


When House V’neef was founded, princess V’neef had significant concerns over the practice of shipping wines and fruit produced in the Pahua Basin overland to the large port at Chanos… this both funnelled a cut of profits into the coffers of House Ragara and put shipments at risk from House Peleps reprisals due to that House’s control of the port via the Imperial Navy Air Fleet. The princess ordered the development of Greenharbour despite its significant difficulties, to provide a secure port for her wines to reach their markets, and a base for the Merchant Navy on the Northern coast that would not be shared with the Air Fleet.


At the center of town is the V'neef Caskhouse, a large expanse of warehouses which serve as the Blessed Isle’s largest wine market. Though most of the harbour is too shallow for most oceangoing vessels, House V’neef operates a company of cargo barges to deliver purchased casks out to anchored ships.


At the southern end of town can be found the local Immaculate Temple, the August Hall of the Ablescent Dragon. The temple is dedicated primarily to Pasiap, the result of a local patrician clan some centuries ago attempting to clean up the harbour of the town by encouraging the essence of the Earth Dragon in to counteract the extremes of Wood and Water. The effort was futile, but the large edifice of white marble was a welcome addition to the holdings of the Immaculate Order, and they continue to use it as both public temple and monastic base of operations for itinerant monks wandering the fields of the Pahua Basin.


At the western edge of Greenharbour can be found the Academy of Blood and Husbandry, a small school sponsored by House V'neef to train students in animal breeding techniques, concentrating on horses and dogs.
