Honorable and Humble Caretakers of the Common Folk

The Honorable and Humble Caretakers of the Common Folk are one of the largest ministries of the Thousand Scales. Every prefect and every municipal governor, along with their staff, is a member of the Caretakers. They are responsible for the well-being of the Blessed Isle and its residents, ensuring that they are able to contribute labour to the projects and taxes to the coffers of the Realm.

The Caretakers maintain a great deal of the infrastructure of the Isle through their various prefectural and Dominion subdivisions, including roads and sewers and granaries. It has the largest number of subdivisions of any ministry, with one for each prefecture as well as several larger entities under their aegis.

Head: Chief Caretaker of the Blessed People, a position currently empty. Its former occupant, Sesus Sereda, was assassinated in RY764, and no one else has managed to secure the permissions necessary to replace her. This lack of central leadership has meant the prefectures have been able to sieze significant autonomy, though the Imperial Treasury and Humble And Honest Assessors Of The Imperial Tax have been exerting strength to impose some leadership on the Caretakers and prevent dissolution into prefectural fiefdoms.
