The Citadel of High Spiral is a rectangular fort located atop a natural outcrop of rock, upon which has been raised an artificial hill. The Citadel occupies the summit, with the city of High Spiral (capital of Blood River).
The Citadel serves as headquarters for several institutions: the office of the satrap, the Thousand Scales bureaucracy for the satrapy, House Trung, and the government of Blood River. Though the kingdom belongs to House Trung and the satrapy to House Ledaal, the manse continues to be maintained and controlled by House Tepet, who recieved it as part of the spoils following the Siege of High Spiral.
