Cynis Belar Rai is a Senator of House Cynis' Deliberative caucus, and a former Satrap who spent much of his service amongst the islands of the West.


In voting, Rai is known as 'compassionate but practical'… not so extremist nor as Faith-driven as some, but working to abet what she holds to be excesses threatening the stability of Creation. She had hoped to prevent loss of bureaucratic capacity during the defunding of the Thousand Scales by halving the number of days officials were paid to work across the Scales, instead of dissolving whole bureaus and departments, but this was soundly opposed both by those in the Senate who did not think the savings sufficient and by the Imperial Treasury itself. She has more recently expressed support for the version of the Agricultural Subsidy Bill proposed by senator V'neef Tapan, though suggesting that a lessening of its measures would make its success more likely while still doing much good.


Rai's own legislative project at present is known to be a bill to deal with the rapidly rising rents charged to citizens dwelling in the Imperial City, as officials of the Thousand Scales attempt to fill their budgets while Dynastic & Patrician overseers join in taking a share. Rai argues that unrest in the capital will have ripple effects through the Realm and further disrupt government administration.
