The Circlet of the Heavenly Eye is a Dragon Tear Tiara, crafted by Nellens Alyana and currently born by the financier Ragara Pebespek, following commercial dealings between House Nellens and House Ragara. It is of simple, modern construction, its crown more hills than the peaks common to this style of artifact.
