This hearthstone functions as described in Oadenol’s Codex pp. 97
The Immaculate Order considers this stone to be dangerously close to imitation of the Water-aspected Dragonblooded anima power... while its use by the enlightened souls of the Exalted is deemed entirely acceptable, those who do not bear the Exaltation of the Dragons are thought unworthy of the powers it provides.
