Imperial Budget RY765

The Imperial Budget for Operation of the Thousand Scales of the Dragons in the 765th Year in the Reign of the Scarlet Empress, known often by the more manageable title 'Imperial Budget RY765’, was the Realm budget bill passed in the Deliberative in the month of Ascending Air RY765 after a significant period of debate.

The initial draft of the budget called for the Thousand Scales to be completely gutted, and drew a great deal of protest from the ministers of the Scales, led by Imperial Treasurer Bal Keraz. A great deal of negotiation between bureaucrats and Senators took place in the early weeks of Ascending Air, led by Senators of House Ledaal and House Mnemon, and eventually a compromise was reached wherein the cuts to the Scales budget would be lessened but the Imperial Treasury would make severe cuts to certain specific ministries deemed no longer of use by the Deliberative.

The Bureau of Climatic Deliberations was severely cut, and several ministries including the Ministry of Scrupulous Observance of History and Immovable Gatekeepers of the Ancient Paths were disbanded entirely.

Though support for the compromise in the Deliberative was sufficient to see it passed, a large minority were dissatisfied with the agreement: Nellens Poramo made an impassioned speech on the need to preserve the Realm’s institutions, while Ragara Pol berated his peers in an eight hour filibuster for not going far enough to disband the ‘corrupt and oppressive institutions of the state’… though they occupied extremes, each had their own supporters, but even had they been united neither end of the spectrum had the support to stop the budget from passing into law.
