Requires: 50%+1 Majority.

Circumstances: Any.

Description: A Bill of Recommendation is not truly a specific format or formula, but rather the term for most legislation passed through the Deliberative, with a small number of exceptions (such as the Imperial Budget or the Motion of Appointment to the Immaculate and Temporary Regency of the Scarlet Throne), as the primary powers of the Deliberative Senate were those of an advisory body to the Throne.

Nevertheless, Recommendations held a great deal of political power… while unwanted Recommendations could irk the Scarlet Empress, ignoring the wishes of the Deliberative could provoke unrest within the Scarlet Dynasty as a whole if they felt the Empress acted against their common interests and undercut the powers they felt were granted to the Senate, which the Empress sought to avoid. Engineering a Recommendation in support of a new policy or operation also ensured the backing of the Realm’s ruling class when it was implemented… and, some cynics might say, allowed the Empress to escape blame for its failure by stating she had been pushed to allow the policies of the Senators.

Under Imperial Regent Tepet Fokuf, Recommendations have become something far different... while in a legal sense not required to do so, Fokuf has taken up the habit of approving any legislation passed through the Deliberative. Now de facto legislature of the Scarlet Empire, the Deliberative has been taking full advantage.
