Motion of Appointment to the Immaculate and Temporary Regency of the Scarlet Throne

Called By: Any Senator of the Greater Chamber.

Requires: Plurality, then 50%+1 Majority.

Circumstances: When the Scarlet Empress is missing and unable to fulfill her duties, and no Imperial Regent has already been appointed .

Description: Can be called by any Senator, following normal procedures, if the location of the Empress is unknown. Any number of candidates for the Regency may be nominated, with each Senator and each Deliberator having right to nominate a single candidate if they so choose. Voting proceeds in the Greater Chamber first, where over several rounds the candidate with lowest number of votes is eliminated and a new round begins, until a single candidate has achieved a majority of votes,after which the vote passes to the Lesser Chamber which must also grant majority approval. The Mistress of the Deliberative then names the winning candidate 'Imperial Regent of the Realm'.
