The Circle of Chance is an office ostensibly within the Bureau of Destiny, responsible for those things which are not found within the Loom of Fate: chance, luck, that which cannot be predicted. Rather than answering to one of the Five Maidens, the Circle answers directly to the Incarna Luna.
The Mistress of Chance is Luna, and the Master of Fivefold Luck (head of the Circle) is Luranume, Lord of Auspicious Surprises, served by his Silver Bats.
