The Bureau of Destiny is the heavenly bureaucracy devoted to the study, maintenance, and planning of Fate. Though the smallest of the Celestial Bureaucracy’s main Bureaus in terms of number of gods within its offices, the active involvement of Incarnae and Exalts in its affairs, as well as its connection to the Loom of Fate, grants it significant power.

The Bureau is divided into Divisions, one associated with each of the Maidens and answering to her: the Division of Journeys, Division of Serenity, Division of Battles, Division of Secrets, and Division of Endings. All Sidereal Exalted are assigned to one of these Divisions, depending on their Exaltation, and these Exalts work alongside a number of gods, many of whom have their origins in other Bureaus: the Bureau of Destiny has long been a prestigious posting, sufficient to lure many away from their original hierarchies in order to staff its offices. The Bureau as a whole does not have a single head, the Maidens leading each of its five Divisions instead coming to Bureau-wide decisions together.

In addition to these five Divisions, the Bureau also contains two independent offices which do not answer to any Maiden, the Loom of Fate (Celestial Department) (office of the Pattern Spiders who work the Loom of Fate itself) and the Circle of Chance (which answers directly to the Incarna Luna), along with the numerous Conventions of the Sidereal Exalted.
