Cathak Lienor Ramnai is an elder Senator of House Cathak's Deliberative caucus. Ramnai hails from the Lienor household of House Cathak, longtime fixtures of political and economic life in the Imperial City. Both of his parents served as Dragonlords in the 1st Imperial Legion and as Senators of the House Cathak caucus, as well as pursuing numerous business interests, with some both within and without their House deriding them as the 'Ragara-Cathaks' (one common anecdote claims Prince Ragara, on overhearing this, chuckled and corrected the speaker that they were more rightly 'wistful thinkers').

Ramnai was set up to follow in their footsteps, attending a prestigious primary school in the capital and moving on to graduate from the Spiral Academy. As some within the House had criticized the Lienor line for spending more time accumulating Jade than perfecting souls (though they were significant donors to several City temples), after graduation he spent several years in the Southern Threshold assisting Immaculate missionaries in their work, and even upon return has remained devout in the Faith. He joined his parents in overseeing their business interests for many years, during which time they ensured he was wed and served brief terms in the 1st Legion and Thousand Scales to pave the way for a Deliberative appointment, which occurred at his mother's death when he was elevated to her post.

In legislative record, Ramnai follows the House Cathak line of conservative militarism and firm support for the Immaculate Order. His experience in commercial matters, however, sets him apart from his peers: while some find an amenable politician for their negotiations, others mock him for his paltry military service. In earlier decades Ramnai had supported increased funding to the Benevolent Stewards of Health and Utility as a stabilizing influence, but since the disappearance of the Scarlet Empress has backed moves to strip it of funding along with other ministries of the Thousand Scales.
