Ragara Jyou, a middle-aged Dragonblood of the water aspect, is the controller of the largest banking interest in Eagle's Launch, with investments across Eagle Prefecture. He has been amongst the bankers who have benefitted from the skyrocketing interest rates in the prefecture as the local salt gods become increasingly demanding, causing many whose livelihoods depend on loans to curse his name as they slide further into poverty.
