In the early eons of the Primordial Age, there were no gods without employment, each one filling a position for which it had been forged. But the movements of the great Primordials and the endless churn of the Wyld wore away at this foundation, and the great upheavals such as the Primordial War and Great Contagion resulted in the vanishing of purviews and the purging of suspect spirits.

Today, the Celestial Bureaucracy holds positions which have been left empty, and the ranks of spirits known as gods includes those with no portfolio to call their own. Many of these continue to reside in the slums of Heaven, waiting for opportunity to regain some small post or assignment, while others have fallen to corruption and rebelliousness.
