Cynis Falen Riho is a middle-aged Senator of the House Cynis caucus in the Deliberative. A socialite and longtime fixture at the Palace of Trees, Riho's appointment to the Deliberative occurred relatively recently, to fill a seat opened in the absence of the Scarlet Empress. In her youth, she was much acclaimed as a performer, her voice praised even by the Empress, but unlike her sister Cynis Etina her focus did not remain affixed to artistic matters, instead turning to matters of politics and matchmaking.

Riho has a reputation for debauchery even amongst her own family, and does not consider the Senate floor an inappropriate venue. Many Senators believe that it is this, not any legislative agenda, which is why her House offered her a Senatorial seat: both vocal and expressive, Riho's powerful voice carries strong across the Chamber at the attentions of her attendants, her passions cutting short the somber speeches of Deliberators who have raised the ire of House Cynis. Senators Cathak Curella and Ledaal Yashiva seem particular targets, and those wondering at the latter note Riho's cooperation and connections amongst certain senators of the House Ragara caucus.
