Ministry of the Thousand Scales charged with regulating airborne traffic in the Realm.
Technically, anyone using air-based transport, be it an airship, artifact-wings, sorcery, or the like, is required to obtain a flight license stamped by the Office. Under the rule of the Empress, this was rarely enforced, but as the political landscape shifts some wonder if such restrictions might be used by Dynastic rivals to serve their own agendas.
The Office employs a minister and a single clerk, working out of a one-room office squeezed in between the White Ministry and the Office of the Divine Elemental Essence.
