Formerly an Outcaste officer in the Imperial Navy, Cemal was adopted by House V'neef after his dismissal from his post by order of House Peleps. Cemal has pushed for removal of the Navy from House Peleps control, and is vocally critical of Peleps whenever the Navy appears in Deliberative debate.
