'Port Cain' originates from a throwaway line from a story in Exalted 1st Edition, where Sesus Negezzer promises a Cathak officer that troops will meet him there before proceeding to the northern Threshold, while actually intending to have the officer arrested there. Given canon geography, Port Cain sounds suspiciously like it was meant o be Port Calin... only Port Calin is an enemy of the Realm and geographically very far from the North. Thus, if it was a misspelling, it was a fortunate one, and if not then this 'Port Cain' still needs some elaboration.

Assuming it to be a port city under the Realm's aegis, it suddenly becomes a point that can be used to position the Throne of Roses manse, which needs to be somewhere that can both attract Dynastic revelers away from the politics of the Imperial City, and yet be distant enough that Negezzer isnt viewed as a threat to be eliminated, nor competing with the Palace of Trees for the title of glorious superorgy drug den of the year. Being located in reach of Pangu (thus the Imperial City) and the White Coast vacation resorts seems an ideal placement.
