Motion of Expulsion

Called By: Any Senator of the Greater Chamber.

Requires: 50%+1 Majority.

Circumstances: Any.

Description: Can be called by any Senator, following normal procedures, naming a single Deliberator of the Lesser Chamber. If the vote receives the required majority, the target is stripped of their rank and the Patrician Clan from which they hail is required to nominate a new candidate for approval by the Scarlet Empress or Imperial Regent.

This Motion does not require Lesser Chamber approval.

Historically the threat of Expulsion has been amongst the tools of the Greater Chamber to strike at particularly obstructionist leadership in the Lesser. However, it came with risks of its own, as those Deliberators had been chosen by the Scarlet Empress, who might be irked by the Dynastic Senators deeming her choices unworthy… indeed, almost invariably the Patrician Clan would simply re-nominate their expulsed legislator, and the Empress would accept the candidate, making the removal it provided temporary, merely means for the Greater Chamber to enact a Motion of Naming against members of the Lesser. Some had argued for change and reform of Expulsion, though with little success and widely varied agendas: some argued for the Lesser to be granted similar power over the Greater, some that the Chambers ought be able to expel their own members, some that the expulsed legislators ought be ineligible to hold the office again.

Soon after appointment of Imperial Regent Tepet Fokuf, the Greater Chamber moved to enact Motions of Expulsion against the loudest voices in the Lesser, particularly those opposed to the Council of the Empty Throne. These attempted to return by the usual channels, but Regent Fokuf declined to hear their petitions and instead requested their appointments be vetted by the Senate which would pass on its recommendations… one of several steps which have shifted the balance of power in the Deliberative firmly into the court of the Greater Chamber.
