Meticulous Administrators of Accredited Concurrences and Mercantile Contracts

This ministry makes up one of the larger public aspects of the Scales. Anyone wishing to start their own business must come to this department to get approval. The ministry also handles dealings between the government and various outside businesses. Any contractual agreements that relate to such are routed through the Administrators, who assure that it does not favour the business over the Empress' government. Contracts between businesses and/or individuals, including loans and insurance agreements, are also under this department's purview even when they do not involve the government. Such agreements are rendered legal when a copy is stamped as APPROVED by the Administrators.


An important part of the Administrators' role is seen in their legal arm. They maintain what are known as the Contract Courts of the Thousand Scales, which pass judgement and assign penalties when there are disputes or violations of contracts they have rendered legal. That a contract does not explicitly list penalties is no excuse: the Scarlet Empress (or perhaps lord Jerah Eyem or prince Ragara, who had a major role in the foundation of Scarlet Empire economic policy) viewed the sanctity of contract agreements as a key to economic growth and exchange within her domain, and if the Administrators have rendered a contract legal then they will mete out punishments for breaking it that are deemed appropriate to its nature. They cannot impose criminal penalties such as exile or death, but they are able to levy fines both small and large, and to transfer control and rights over property from one involved party to another. Typically any fine will be tripled from the amount deemed fair, and fines imposed by Contract Courts see one third of the amount going to the aggrieved party and two thirds to the coffers of the Thousand Scales.
