The House of High Waves is a large water-aspected manse complex controlled by House Cynis, located in Pangu prefecture. A lighthouse tower rising over a palatial estate on one side and a waterfall falling down a cliff face on the other. The House had origins as a fortress, guarding the approach to the northern banks of the Imperial River as the Glittering Citadel in Vatamu guards the approach to the southern banks. A detachment of 3rd Imperial Legion forces man the artillery positions at the House, while House Cynis operates the facility itself.

Vessels approach the falls, which are shut off from the manse, allowing entrance into a series of caves. Locks allow vessels to rise above sea level to docking pools. The cave system is lit by glowing rainbows of essence shimmering from beneath the water to play along the cave walls. Large ships cannot fit within, but smaller pleasure yachts find excellent berths here, and the docks are used almost entirely by Dynasts coming to and from the Palace of Trees.

The House of High Waves serves as host for a number of Cynis parties, providing beautiful views of the Inner Sea.
