The Department of Human Habitations, once known as the Five Directions Directorate, is the organ of the Celestial Bureaucracy containing the gods of specific human settlements, structures, and societies. With the mass departures amongst the Bureau’s more universal gods, it has become without question the dominant force within the Bureau of Humanity.

The current Director of Human Habitations is also the head of the Bureau of Humanity itself, Wun Ja, the god of Cities, but while some whisper that the Bureau’s focus on urban settlements reflects her influence in truth it is that pre-existing focus which saw the Unconquered Sun confirm her in the post. This reflects the importance of cities to Creation, dating from long before the Primordial War and continuing to this day, as the central element of human societies, atop which nation and road and other structures are built, ascending towards the great central city of Meru astride the Omphalos, and further to the perfection of the Heavenly City of Yu Shan, which was also the reason for placing all City Fathers and City Mothers at a Heavenly desk in the Department at the moment they came into being.

The Department is divided into five Directional Administrations, which oversee all the Bureau’s gods whose purviews fall under their segment of Creation. Each Administration is led by a Satrap who oversees those in the Administration and reports directly to the Director, commanding Administration affairs in Heaven. Each Satrap is in turn assisted by a Plenipotentary, responsible for dealing with matters in Creation, such as inspections or oversight of those gods under the Administration’s authority who do not have regular access to Yu Shan. Additionally, there are several overarching associations for gods of a particular type which operate under the Department’s auspices, including City Gods (assembling in the Hall of Gracious Superintendence, Road Gods (in the Hall of Virtuous Patrons of Paths and Ways), and tribal & nation gods (in the Hall of Uplifting Vigor), which in principle allow the sharing of knowledge and best practices, but in reality tend to be filled with raucous argument and petty politics. Each of the Department’ s gods holds an office and position both in an association Hall and a Directional Administration.
