The Thousand Scales produces gargantuan amounts of paperwork... tax records, marriage contracts, last wills and testaments, confessions, petitions for audiences, gate records, tariff receipts, postal waybills, the list goes on and on.
While some ministries keep their own records for a time, eventually they all end up within the cavernous basements of the Imperial Library in the Imperial City, in the hands of the officials of the small ministry known as the Keepers of Records and Notable Events. It is also these officials who anyone wishing to view the records must convince that they are permitted to do such a thing. They report to The Knowledgeable Advisor of Learning and Lawfulness, who insists on proper record keeping.
