Circumstances: Any.
Description: A Bill of Reconsideration is in many ways similar to a Bill of Recommendation to the Imperial Throne, but where that bill suggests a course to be taken, the Bill of Reconsideration criticizes a decision already made. As such a thing would invariably irritate the Scarlet Empress, passage of such a bill was a rare occurrence… though the founding of every Great House since the Deliberative was formed has been accompanied by a Bill recommending that the Empress reconsider.
