The 23rd Imperial Legion once served as a garrison force for the satrapy of An-Teng. In RY743, in a highly embarrassing incident, two dragons on the march encountered a large herd of elephants just outside the capital... the marching song of the Legionnaires apparently startled the elephants, who stampeded. Of one thousand Realm troops, just two scales survived, and some locals took to calling the 23rd 'the Squishies'. The 23rd and its general, Cathak Kitono, were transferred in disgrace to distant Greyfalls.

The 23rd's position in the East meant it was one of the Legions in position to provide support during the War with the Bull. In the first year of fighting, patrols already in the area saw combat in Rokan-jin and Talinin, but these were withdrawn immediately after the Empress' disappearance and further aid to the war effort was refused despite desperate pleas from House Tepet.

In RY764, House Peleps took up sponsorship of the half-strength 23rd, and prepared to disband it. Kitono protested, calling on his troops and his House to counter the dissolution of the Legion. A compromise was reached, where the 23rd was stripped of all equipment, which was transferred to the Imperial Navy, an indemnity was paid from House Cathak to House Peleps, and sponsorship of the Legion was granted to House Cathak.
