The Lightning Rod Gemstone functions as described on page 88 of Oadenol’s Codex. Note that magical electric discharges include certain Air-aspected Elemental Charms, the animas of some Air-aspect Dragonblooded, and even the blasts of Lightning Ballistae, Storm Hammers, and Concussive Essence Cannons powered by air-aspected hearthstones.
