With the death of Solar Queen Merela, the Thousand Struggles Era and the Cascading Years gave way to the Period of Long Silence... Creation's armies were tired, the Exalted were wary and willing to entertain new proposals for solving their conflicts.
The Zenith Caste Exalt known as The Hierophant opened the era when he took up the Crown of Thunders from the fallen Queen and placed it upon a pillar at the center of the ruined chamber of the Solar Deliberative in Meru, declaring that the Creation-Ruling Mandate had truly been passed to all amongst the Solar Exalted, that this was the will of the Unconquered Sun. For his part, Sol Invictus made no statements on the subject, but his silence as to the death of the Chosen he had personally crowned and taken to his bed was seen as a clear sign of his assent.
Negotiations followed, and in the end a new Solar Deliberative emerged, one where each Solar was considered equal to all others, able to have their voices heard and collectively agree to policy, but each of their domains granted independence sufficient for them to pursuer their own interests… younger Solars felt they were no longer dismissed by their elders, while the ancient survivors did not feel their ability to accomplish their most heartfelt motives was suppressed by their peers. Though he had no official rank, however, the Hierophant wielded great influence in the institution he had called into being, a state that would persist (albeit suffering slow erosion) until the Usurpation.
