This hearthstone works as described on page 87 of Oadenol’s Codex, but bear in mind that the understanding of spoken language requires the bearer to be interacting with a speaker of the language in question... it can be used to fluently converse in Riverspeak with a merchant hawking in that language, but could not be used to teach Riverspeak or recite Riverspeak poetry to a village in Vigoor where the only language spoken is Skytongue.
