Tolvin is a kingdom on the edge of the Northeastern forests, east of the Valley of Six Barons and Ardeleth. The land’s economy is based on rye agriculture and its papermills, which supply paper to neighbouring lands and further out across the East. Tolvini society is based on the Sacrosanct Code, a set of lawbooks in which every law and its appropriate punishment has been carefully recorded by generation after generation of scribe-kings in these vast books, and the society has no judiciary… instead, citizens convict their fellows by finding the laws that have been violated, and carry out the recorded punishment themselves… defense is carried out by researching laws which absolve the accused, or laws whose punishments will slay the accuser before THEY carry out the original sentence.
The Tolvini are known as an extremely calm folk, but even they sometimes abuse such a system for personal benefit.
