The [[Commission on Abstract Matters and Celestial Concerns]], known also as the [[Bureau of Heaven]] (and as the [[Bureau of Divinity]] before the [[Primordial War]]) is divided into two major Departments, each of which is headed up by a Shogun. The [[Department of Abstract Matters]] is home to the gods of universal concepts, while the [[Department of Celestial Concerns]] is responsible for the direct administration of [[Yu Shan]], as well as for a number of matters involving the gods, including enforcement of divine law. 


The Bureau is headquartered in a sprawling complex surrounding the [[Hall of Celestial Stability]] in [[Yu-Shan]].


The Head of the Bureau is the [[Unconquered Sun]] himself, but since the [[Most High]] withdrew from direct administration overall authority has been held de facto, if not quite de jure, by the Shogun of the [[Department of Celestial Concerns]].
