White Ministry

The White Ministry is the department of the Thousand Scales which maintains the White List, a record of every sorcerer in the Realm, along with their capabilities. The record also keeps track of who has fulfilled their Obligation to the Realm, and advises the Imperial Magistracy when sorcerers break the regulation restricting them to three summoned servants at one time, as well as any other suspicious summoning. As with registering sorcerous capability and spells, sorcerers are expected to inform the White Ministry of every summoning attempt, and the reason for it, but this requirement is generally unenforced.
