Humble And Honest Assessors Of The Imperial Tax

The Humble and Honest Assessors are amongst the largest ministries of the Thousand Scales. They are responsible for assessing Taxes and Fees on the Blessed Isle and tributes in the satrapies, determining how much is to be paid. They are also responsible for collecting these payments, and the majority of the Assessors are tax collectors spending their time travelling between villages collecting tax and rents.


Given the nature of their role, the Assessors are well-positioned for corruption. Under the Scarlet Empress, both the Imperial Magistracy and the All-Seeing Eye kept careful watch over the tax collectors, ensuring they were honest and dutiful, but the sheer scale of the ministry meant some corruption occured. Without the Empress, the overseers of the Eye and Magistrates have been put to flight and the Realm's tax collectors have fallen into the pockets of the Great Houses and influential individuals, ensuring the burden is shifted from the wealthy and powerful onto the peasantry and citizens. This corruption has in turn caused difficulties for tax collectors, as the normal resolution of defiant villages or bandits ambushing tax caravans would be to call in an Imperial Magistrate to enforce the law... and corrupt Assessors dare not risk summoning the hand of justice lest it uncover their own illicit activities.
