Though the Sub-Ministers are not individually powerful, and large-scale fraud would be quickly uncovered, their job (handling as it does the flow of [[Ambrosia]] and [[Quintessence]]) is one which provides constant opportunity for minor corruption and petty revenge, acts which almost all of these gods indulge in with great frequency.
