Ragara Utada is a Water-aspected Senator of the [[House Ragara]] caucus in the Deliberative, and wife of [[4th Imperial Legion]] Dragonlord [[Sesus Hikaru]].

Legislatively, Utada is considered liberal in terms of spending and taxation, though she has never embraced such a title, holding that it is good business sense to exploit the economies of scale only the [[Thousand Scales]] can achieve. Following her husband’s transfer to the [[4th Imperial Legion]], Utada also became more critical of [[1st Imperial Legion]] activities. Senator Utada was one of the first figures in Ragara ranks to lobby the Triumvirs and [[Ragara Banoba]] to back the [[Writ of Noblest Garrison RY768]].

After great difficulties in consummating her marriage due to the demands of Legion deployments keeping her husband from the Isle, Utada finally conceived at the end of [[RY766]] when her husband had been granted leave to return from the [[Campaign Against the Anathema-Voivode]]. Alas, at the end of [[RY767]] while she was taking leave on the White Coast in preparation for childbirth a miscarriage was suffered. Utada considers it to have been an assassination carried out by her political opponents, though the [[Imperial Magistracy]] found no evidence of foul play.
