The Keepers of the Mandate is a department of the Thousand Scales, based around the Imperial Mountain. They lay claim to being amongst the oldest ministries, citing as their founding the proclamation from the Scarlet Empress known as the Mandate of the Imperial Mountain, issued in RY3. In that Mandate, the Empress declared the slopes of the Mountain off-limits to all save for the Dragonblooded, except on purified and clearly marked routes of travel or those mortals granted special dispensation from the Throne.

To enforce the Mandate, the Keepers were founded, from a mixture of Immaculate monks and local mountaineers & rangers. They conduct patrols along the slopes to ensure that the dangerous threats there remain in check and that none violate the Mandate.

Recent budget cutbacks have forced a reduction in the staff on the Scales side of the Keepers. The Immaculate Order has responded by increasing its allocated manpower and offering those laid off from the scales positions with the Order... only a few have chosen to take the tonsure and vows which such positions demand.
