Cybele is the god of Motherly Love, serving in the [[Division of Birth]] of the [[Bureau of Heaven]]’s [[Department of Abstract Matters]].

Cybele was the first child [[Ilithya-Lura]] bore. Unlike the Daimyo of Birth, she is driven by compassion for newborns and children, caring for the spirits birthed by her mother-mistress, nursing and teaching them, finding them a place within the bureaucracy of the Division so she might continue to watch over them.

Cybele is able to translate Ilithya-Lura's birthing screams to help other gods to understand her. She dislikes the alliances with the gods of [[Board of Ill-Health|pestilence]] and [[Ahlat|war]] her Daimyo has formed, but she lacks the power or the nature to oppose her mother’s decision.
