Bal Lancer was a water-aspected member of the Bal [[Patrician Clans|clan of Patricians]] in the Scarlet Empire, who served for a century as an official within the [[Enlightened Regulators of Essence Engineering]]. A longtime associate of [[V'neef Mahara]], Lancer was well regarded for his knowledge of zither music and Shogunate theatrical forms, particularly his mastery of the role of Guo Ziyi in plays such as [[Palace of Eternal Life]] and [[Hitting the Heiress while Drunk]].

Lancer had long been a rival of [[Mnemon Venena]], a member of his graduating class at the [[Spiral Academy]], and in [[RY761]] is thought to have composed a short comedic scene in Shogunate style to mock her as both competed for the Minister's desk, ''[[The Jewelry Box]]''.

Bal Lancer died in [[RY763]], after contracting a terrible plague from a theatrical folio he had purchased from a Threshold [[Scavenger Economy|scavenger lord]] that caused his skin to fall off, resulting in death three days later.
